I.

The requirements for the general swearing-in of interpreters are as follows:

Any person – upon request – shall be generally sworn in as interpreters who
- has documented his/her professional qualification, and
- is dependable.

The professional qualification shall be documented through
- a certificate for the successful completion of interpreter studies at a university within the jurisdiction of the “Grundgesetz” (German Constitution),
- a certificate for the successful completion of a state or state-certified interpreters examination within the jurisdiction of the “Grundgesetz” (German Constitution),

Personal dependability shall not be warranted, in particular if
- the applicant has been issued a court-ordered penalty or other measures which would indicate his/her unfitness as a generally sworn interpreter, or
- the applicant lives in disorganized financial conditions.
- The applicant shall provide the necessary documents to verify his/her personal dependability and professional qualification.

The requirements for the authorization of translators are as follows:

Any person – upon request – shall be authorized as translators who
- has documented his/her professional qualification, and
- is dependable.

The professional qualification shall be documented through
- a certificate for the successful completion of translator studies at a university within the jurisdiction of the “Grundgesetz” (German Constitution),
- a certificate for the successful completion of a state or state-certified translators examination within the jurisdiction of the “Grundgesetz” (German Constitution),

Personal dependability shall not be warranted, in particular if
- the applicant has been issued a court-ordered penalty or other measures which would indicate his/her unfitness as an authorized translator, or
- the applicant lives in disorganized financial conditions.
- The applicant shall provide the necessary documents to verify his/her personal dependability and professional qualification.

II.
The applications shall be submitted to the President of the Regional Court in whose district the applicant maintains his/her residence. If the applicant does not maintain a residence in the State of Thuringia, the President of the Regional Court in Erfurt shall be responsible for this application.
The procedure regarding recognition of equivalency shall also be handled by the President of the respective Regional Court.
III.
Pursuant to §§ 68 ff. VwGO, an appeal may be filed against the rejection of the general swearing-in/authorization within one month after notification of said rejection, either in writing or to be recorded before the respective President of the Regional Court which issued said rejection. Compliance with this deadline shall also be warranted by filing the appeal with the President of the Higher Regional Court of Thuringia. If the respective President of the Regional Court does not provide any relief in this matter, the President of the Higher Regional Court of Thuringia shall decide on said appeal.
